If the viewer understands the origin of the term and symbol "scapegoat," this suggests more than "submission," but a return from banishment and alienation (the goat driven away bearing symbols of others' evil, wrong, sacrifices," through which resolution (atonement) is made. That "atonement" is in fact the restoration of full power. The masturbation scene at the end works perfectly to signify this: The "scapegoat" actually has all the power that he could wish for, right in himself. The lover (Alex) in fully mating with him is not so much dominating him but unlocking the young man's erotic potential.
